Libya unleashes airstrikes on rebels

The air attacks added a note of urgency to a growing debate in Western capitals about imposing a no-flight zone over Libya.

Government warplanes taunted rebels with flyovers and repeatedly bombed their positions near this coastal city's oil refinery on Monday and Tuesday, seeking to drive the opposition forces back farther to the east, as Libya continued what appeared to be a slide into civil war.

The air attacks, which wounded a family of five, added a note of urgency to a growing debate in Western capitals about imposing a no- flight zone over Libya.

The bombing runs began on Monday morning, sending huge plumes of smoke into the air around 10 a.m. With every roar of a jet engine, the rebels opened fire with what sounded like every weapon available, from heavy artillery to pistols. In the evening, a warplane swooped low and on two separate occasions dropped bombs near a heavily defended rebel checkpoint, striking a car carrying the family and sending rebel fighters fleeing for cover in chaotic scenes.

On Tuesday, The Associated Press reported, loyalists launched two more airstrikes, maintaining an effort to block the rebels' advance westward toward Tripoli. The bombs did not seem to hit any rebel fighters.

There were conflicting reports about the casualties after the airstrikes. Witnesses had said a man died when the car was hit, but doctors at a local hospital said the man, along with four relatives, survived.

Also on Tuesday, The A.P. reported the European Union as saying that the Libyan government was urging the United Nations to send an independent mission to Libya to investigate the violence. A senior E.U. official, who returned from Tripoli late Monday and spoke on condition of anonymity due to standing rules, said top officials of the Libyan Foreign Ministry had repeatedly made the request during their meetings.

The steady attacks from the air helped further turn the momentum of the conflict in eastern Libya, where opposition fighters had made strong gains recently in their drive to the west, toward Surt, a stronghold of Col. Muammar el-Qaddafi, and on to Tripoli. But on Sunday, troops loyal to Colonel Qaddafi stormed the town of Bin Jawwad, just to the west of Ras Lanuf, backed by fierce air power, and sent the fighters holding it into retreat.

Those troops remained on the outskirts of Ras Lanuf on Monday evening, taking no immediate steps to try to recapture it or its strategic refinery from the rebels, who took control three days ago in their westward push.

In addition, the elite Khamis Brigade continued on Monday to batter the opposition-held city of Zawiyah, west of Tripoli, with tanks, artillery and snipers, residents there said. With cellphone and Internet communications cut off, virtually the only source of information on events there was a lone reporter for Sky TV, a British television channel. She said the heavily armed government troops attacked in the morning and inexplicably withdrew after several hours, even though their tanks seemed to have taken control of the city's central square.

Government forces also attacked the rebel-held city of Misurata, Libya's third largest, which lies about 160 kilometers, or 100 miles, east of Tripoli.

The rebels have rejected any foreign invasion of the country but would welcome a no-flight zone, saying they can handle Colonel Qaddafi's soldiers, tanks and rockets, but not his warplanes and helicopter gunships. On Monday, Britain and France said they would seek U.N. authority for a no-flight zone, but Russia, which holds veto power, has already rejected any form of military intervention.

The U.S. ambassador to NATO, Ivo Daalder, said the organization had established 24-hour surveillance of Libya with Awacs reconnaissance aircraft.

In Tripoli, the Libyan foreign minister, Moussa Koussa, held an extraordinary news conference in which he accused the United States and Britain of "yearning for the colonial era" and seeking to divide the country. Continuing the government's string of improbable claims, he maintained that a force of about 300 Qaeda fighters formerly held by the United States at Guantanamo Bay was backing rebel forces.

"They are now fighting in eastern Libya. Their methods and approaches are clear," Mr. Koussa said. "When they were released, they started moving again, and they have taken weapons."

Mr. Koussa also became the first government official to admit that the government was meeting resistance in Zawiyah. But whereas news reports and interviews with residents have described a grim, large-scale battle, he said the violence was caused by a group of 30 to 35 rebels who were "hiding in the streets."

The correspondent for Sky News -- the only news organization present in Zawiyah for the height of the battle on Friday -- reported Monday in a British newspaper on what appeared to be a massacre there. She said she had seen government snipers killing residents at a funeral, a column of 25 tanks shelling the town for three hours and a young rebel boy learning how to fire a rocket- propelled grenade in defense. The correspondent, Alex Crawford, said government forces had shot at an ambulance she was riding in.

The streets of Ras Lanuf were quiet on Monday, troubled only by cars and minivans filled with families leaving the city, including many foreign workers. On Sunday, troops loyal to Colonel Qaddafi attacked rebel troops in Bin Jawwad and pushed them east. Rebel fighters expected those troops to continue on toward Ras Lanuf.

On a grassy hill overlooking the sea, teenagers -- volunteers from Benghazi -- placed branches around an antiaircraft gun as a young rebel soldier watched. Hamed Sardina, a retired harbormaster, drank tea with a friend next to the gun and said he was not planning to leave. "We're here to defend the area," he said, pointing to the white houses across the street. And in case the fighting became too fierce, he said, he owns a few boats.

Nearby, opposition soldiers replaced the staff at the city's main hotel on Monday morning. In a cafe with a view of the sea, a rebel fighter tried, in vain, to prepare a cappuccino. His comrades commandeered smart-looking rooms where they could shower and watch the news on television. Outside, a young rebel from the town of al- Marja, in eastern Libya, watched the scene inside.

"We are the richest country, and we have the poorest people," he said.

An article on March 9 about Libyan military attacks on rebel forces misstated a British television correspondent's description of a March 4 assault by government forces on the rebel-held city of Zawiyah, as published in the March 7 edition of The Daily Telegraph, a British newspaper. The correspondent, Alex Crawford of Sky News, the only journalist present in Zawiyah on March 4, told the newspaper that residents marching toward a funeral had been fired on by soldiers, not by government snipers. She also said someone told her there were 25 to 30 tanks in a column she had witnessed shelling the city; she did not count the number of tanks herself. And she described a person she had seen apparently learning how to fire a rocket-propelled grenade in defense as a young man, not a young boy.

NSW:NRL's Jacin Sinclair found dead in home

Former NRL player JACIN SINCLAIR has been found dead in his house.

His body was discovered at a property in the northern harbourside suburb of Woolwich
.. at about four o'clock yesterday afternoon.

Police officers forced their way inside the home after being contacted by a concerned
relative .. it's believed he'd been dead for several days.

Police haven't officially confirmed his identity .. and say the death isn't considered
suspicious.

Detectives are now conducting inquiries and a post mortem will be conducted to determine
the cause and time of death.

Mr SINCLAIR played 80 first-grade NRL games in the 1990s for Balmain .. Souths and
the Sydney Roosters.

A new book alleges South Australia was built on an unlawful land grab .. which breached
British laws protecting the rights of Aboriginal people.

The book .. called Coming to Terms .. says a rule requiring the settlers to obtain
land from the indigenous people only with their consent was ignored.

It says by the end of 1836 .. the Aboriginal people had been stripped of all their land.

Former High Court justice MICHAEL KIRBY will launch the book in Adelaide today.

MELBOURNE, Aug 11 AAP - A man accused of placing a "sleeper hold" on a teenager during
an attack at a Melbourne fast food store has been granted bail.

Nathan Karazisis, 24, is one of three men charged over the July attack at a Hungry
Jack's fast food restaurant in Prahran.

Luke Adams, 19, was punched, choked in a "sleeper hold" and fell, head-first and unconscious,
to the floor in the Hungry Jack's on July 13 at 5.45am (AEST).

The attack was captured on CCTV and footage was released by police to the media.

At an earlier hearing, Magistrate Sarah Dawes described the attack as "very disturbing".

Karazisis is charged with affray, recklessly causing serious injury and recklessly
causing injury to Mr Adams and another man James Mitchell.

Two co-accused, Camberwell man Mark Bogtstra, 21, and Konstantinos Kontoklotsis, 32,
of Brunswick, face the same charges.

All three men worked together as bouncers.

Karazisis was granted bail on Tuesday after prosecutors did not oppose his application
to be set free from custody.

Karazisis must adhere to strict bail conditions which include not entering the Chapel
Street area and not working in crowd control.

He was also required to provide a $20,000 surety, adhere to a curfew between 9pm and
7am and report to police three times a week.

Prosecutor Michael Jones said since Bogtstra was granted bail by the same magistrate
last week he would not oppose Karazisis' application.

Kontoklotsis is expected to apply for bail on Thursday.

Karazisis, of East Burwood, will next appear in court on October 8 for a committal mention.

SYDNEY, April 1 AAP - The fifth Comancheros member charged over the fatal bikie brawl
at Sydney Airport has been refused bail.

Magistrate Allan Moore refused bail for Christian Menzies in Sydney Central Local Court
on Wednesday after the police prosecutor said witnesses had observed him as being an "active
participant" in the brawl.

Menzies, 26, was the fifth man charged with affray over the fight involving Hells Angels
and Comancheros bikies on March 22.

Anthony Zervas, 29, died as a result of the fight and his brother, Hells Angel Peter
Zervas, is recovering in hospital after being repeatedly shot on Sunday as he sat in his
car in his Sydney driveway.

From Friday .. Victorian motorists will be randomly tested for ecstasy .. in addition
to existing tests for cannabis and methamphetamines.

The new test .. using a salvia sample .. extends Victoria's world-first drug testing
program for drivers that began last year.

Victoria Police Minister TIM HOLDING says driving under the influence of drugs is a
major cause of road deaths and trauma in the state.

Last year .. more than 40 per cent of drivers killed in Victoria tested positive to
drugs other than alcohol.





Of the more than 21 thousand drivers drug-tested for cannabis and amphetamines last
year .. 436 .. or one in 49 .. tested positive to one or both drugs.

NSW: Taxi driver bashed after argument with two men

SYDNEY, April 22 AAP - A taxi driver has been bashed by two men in Sydney's west.

The cabbie was taken to hospital with minor facial injuries after the assault at Arthur
Street, Cabramatta about 10.15pm (AEST), a police spokeswoman said.

Police are yet to speak with the driver but believe an argument broke out between him
and two potential passengers before he was assaulted.

It is not believed the cab driver was robbed.

A doctors group says Queensland Premier PETER BEATTIE should stop blaming patients
for the state's ailing health system.

Australian Doctors' Fund chairman BRUCE SHEPHERD has accused Mr BEATTIE of sounding
like a reformed eater for attributing obesity, smoking and ageing to the system's woes.

Mr BEATTIE says no matter how much money the government throws at surgical waiting
lists, queues will not shorten unless an increasingly obese and unhealthy nation rethinks
its approach to health.

But Dr SHEPHERD says the blame for the state's hospital system shortfalls rests squarely
on the government's shoulders.

He says the government has increased bureaucracy and treats doctors like the enemy.

Dr SHEPHERD says Mr BEATTIE should to support Queensland's doctors, overhaul the system,
remove the culture of fear and stop telling people how to live.

A 21-year-old man is dead after his car crashed into a power pole in suburban Brisbane
last night.

Police say the accident occurred just before 8 pm (AEST) in Mica St, Carole Park.

The man was treated at the scene by ambulance officers but died shortly after.

Police say the driver was trapped in his vehicle.

Prince Edward Island.(Legislative Reports)(the Fourth Session of the Sixty-third General Assembly of Prince Edward Island, Canada)

The Fourth Session of the Sixty-third General Assembly resumed on April 5, 2011. It had opened on November 12, 2010, and adjourned to the call of the Speaker on December 9, 2010.

Wes Sheridan, Minister of Finance and Municipal Affairs, introduced his budget on April 6, 2011, which contained expenditures of just over $1.53 billion. Total operating revenue for 2011-2012 is projected at nearly $1.49 billion, with provincial own source revenues forecast at $853 million. Health continued to account for the largest share of provincial expenditure at nearly $533 million; followed by Education and Early Childhood Development at $227 million. Revenue measures announced in the budget address included an increase to taxes on tobacco products, and an increase in liquor prices.

On March 28, 2011, Michael Currie resigned as a member of the Legislative Assembly to run as the Conservative candidate for Cardigan in the 2011 Canadian federal election. Mr. Currie had been first elected to the Legislative Assembly in 1996. He served as Minister of Transportation and Public Works from 1996-2000, and Minister of Development and Technology from 2000-2007. Following the 2007 provincial general election, Mr. Currie became the Opposition Critic for Telecommunications, Economic Development and Technology; Transportation and Public Works; Energy; and Communities, Cultural Affairs and Labour.

Book of Condolences for the People of Japan

Speaker Kathleen Casey arranged for a book of condolences to be opened at Province House for people to leave messages of support for victims of the earthquake and tsunami in Japan. "Prince Edward Island and Japan have a special relationship," said Speaker Casey, "and Islanders naturally want to express their feelings of sympathy and friendship to those affected by the disaster." The book of condolences remained at Province House until the end of April when it was forwarded to the Embassy of Japan in Ottawa.

Renovations in the Legislative Chamber

The Legislative Chamber in historic Province House was refurbished this spring, with a fresh coat of paint, keeping a traditional green colour for the walls and introducing a lighter colour for the doors, baseboards and mouldings. The wood rails which delineate the floor of the Chamber and surround the public gallery were restored using traditional faux graining techniques, as were the black marble bases of the columns. One of the most striking changes was an addition to the canopy over the Speaker's chair. The new top was installed to disguise sound reinforcing equipment which had been visible from the public gallery. The renovation and restoration of the Legislative Chamber was one of the major projects undertaken to mark the 160th anniversary of Responsible Government which is being celebrated throughout 2011 with a number of events and projects.

Robertson Lecture

The public was invited to hear well known Canadian historian, Professor Ian Ross Robertson speaking on "The Road to Responsible Government" at Province House on March 31st.

Professor Robertson, a native of Mermaid, Prince Edward Island, received his early education in the province, including three years of study at Prince of Wales College. He completed a Bachelor of Arts and Masters of Arts at McGill University in Montreal, where he did his thesis on 19th century Prince Edward Island history. Professor Robertson completed his doctoral thesis at the University of Toronto on aspects of the career of Sir Andrew Macphail. Currently, he is Professor Emeritus of History at the University of Toronto at Scarborough, where he taught from 1972 to 2007.

The lecture by Professor Robertson was one in a series of events taking place at Province House throughout 2011 in celebration of 160 years of Responsible Government in Prince Edward Island. The lecture series will continue during the year, providing an opportunity to learn more about the historical importance and present day application of the concept of responsible government.

Digitization Project

A digitization project of the Journals of the Legislative Assembly began in March, with the goal of capturing digitally information that is now available only in books held in the University of Prince Edward Island library, the Provincial Archives, the Legislative Library and the Government Services library. Two Hansard staff worked in the Robertson Library at the University of Prince Edward Island where they were trained on the ScanRobot (a self-scanning, state-of-the-art book scanner, the only one in North America, that can digitize about 1,500 pages an hour), and on other equipment pertinent to the project. Once this project is completed, there will be a wealth of statistics, maps, procedural resources, and more available to anyone via the Internet.

HP LABS INDIA LAUNCHES PERSONALISED ONLINE VIDEO APPLICATION.

BANGALORE, June 22 Asia Pulse - HP Labs India has announced the public beta release of a "personalised video" application which helps users create their own 'channel' that will deliver content relevant to them, based on their preferences.

Speaking to reporters, HP Labs India Director Sudhir Dixit said the application enables a user to create a TV-like channel by choosing a topic and clubbing all the videos relevant to the topic under the same category.

Illustrating the concept, HP Labs India Senior Research Scientist Krishnan Ramanathan said a viewer could create a 'channel' of Indian vegetable cuisine and could have all relevant online videos, currently sourced from Youtube, available at the click of the button, akin to a TV.

The user could watch new videos, view already watched videos, add new channels, get similar videos, go the previous video or next video and rate the videos.

The application will over a period of time learn the user's preferences via an in-application rating mechanism and would automatically adapt to the user's preferences to show videos that are relevant.

The beta application that is currently available for free download at http://www.personalized-video.com/ could deliver a high level of content personalisation through innovative algorithms and the smart use of local computing power, said Dixit.

From the monetisation point of view, the application could help push advertisements to selected clients. It also has a 'suggestion channel' where videos are recommended based on user preferences and these could be leveraged by businesses.

Giving a break-up of the overall demand for online videos, Dixit said at present, around 48 hours of video are uploaded every minute on Youtube and it is believed that by 2013, major internet traffic will be online video. In particular, emerging markets were more likely to consume video.

Ducks in driver's seat.(Football Oregon)(Oregon moves to No. 1 for first time in 115 years, but Chip Kelly shrugs off ranking's relevance six games in)

For the first time in the 115-year history of the program, Oregon rocketed to the top of the college football polls Sunday, and veteran defensive coordinator Nick Aliotti conceded that, sure, he sensed at least a touch of excitement during the Ducks' morning practice.

"Everybody's buzzing and it's cool, I'm not going to lie to you," Aliotti said. "But as far as the meaning to me, it's really nothing. ... Everybody I'm sure is happy. But it means absolutely nothing to me until sometime in December."

Like Aliotti, the rest of the Ducks seemed to offer a collective shoulder shrug after learning that they were ranked No. 1 in The Associated Press and USA Today/coaches polls.

Oregon's rise to the top spot was destined after Ohio State, ranked No. 1 last week, lost at Wisconsin on Saturday night. The polls were then released Sunday morning while the Ducks were practicing inside the Moshofsky Center.

UO coach Chip Kelly hadn't yet heard the poll results as he prepared for his post-practice interview.

"You got any information for me?" he asked a group of reporters.

He was told his team was now No. 1.

"Awesome. I'm fired up," he said with a straight face.

"What I'm really fired up about, to be honest with you, is 49 days from today, because that's the only time it counts," he added. "On Dec. 5th, if you're one or two, then it's really relevant. Today, obviously it's an honor for these guys. But 49 days from today, we'll be jumping up and down, jumping around, doing all the stuff.

"But right now, it doesn't affect anything. If you watched the last two No. 1s, they lost a week ago (Alabama) and lost again yesterday (Ohio State)."

In the Harris Interactive Poll released in the afternoon, the Ducks were also ranked No. 1.

That's significant because the Harris and the coaches poll make up two-thirds of the Bowl Championship Series standings - the average of six computer rankings makes up the final third of the formula - that will ultimately determine which two teams will play in the national championship game.

Then the BCS standings were released Sunday evening, with the Ducks matching their highest ranking ever at No. 2. While not the sparkling No. 1 ranking bestowed on them earlier in the day, a No. 2 starting point in the BCS certainly puts the 6-0 Ducks in prime position to be invited to the national title game, if they're able to win their final six games of the regular season.

With a BCS average of .8921, Oregon is behind top-ranked Oklahoma (.9215) and narrowly ahead of Boise State (.8898).

The final BCS standings will be released on Dec. 5, as Kelly correctly noted.

If the past couple weeks have been any indication, there will no doubt be plenty of movement in the top 25 before then.

"The reality is, there have been a lot of teams ranked No. 1 and they're already lost that No. 1," Aliotti said.

Only once in the 12-year history of the BCS have the two teams that started out ranked No. 1 and No. 2 remained there at the end of the season (USC and Texas in 2005).

"The fact that Oklahoma is ahead of (Oregon) right now is no reason to panic," said Jerry Palm, a BCS expert who runs the website collegebcs.com. "Where they are in the BCS is meaningless at this time. They're a solid No. 1 in the polls right now ... and that's what Oregon fans should be celebrating."

For the fans, yes, it's an achievement to embrace. For the Ducks themselves, well, shoulder shrugs.

Senior center Jordan Holmes said his main concern is Oregon's Thursday night game against UCLA (3-3) at Autzen Stadium (6 p.m., ESPN). The Ducks are a 21 1/2-point favorite.

"It's something cool that you can tell your kids and your grandkids and stuff," Holmes said about being No. 1, "but our job is to focus on the task at hand, and that's UCLA. ... If you get caught up in the hype, you end up losing and then it's more disappointing."

Kelly hasn't broached the rankings with his team, and doesn't plan to.

"But they understand," he said. "They're smart kids. They can read the Internet. ... But today, it isn't really relevant. On Dec. 5th, it's extremely relevant."

Kelly doesn't buy into the notion that being No. 1 puts a bigger "target" on the Ducks this week.

"I don't think UCLA is now going to practice harder because, 'Oh, now they're 1," he said. "We were Pac-10 champs last year and everybody we played we got their best game.

"The tough thing to do no matter who you are is to go out and consistently compete every week because it's a difficult league and it's a difficult college football landscape," Kelly added. "It's hard to win every single week."

To stay No. 1, that's exactly what the Ducks will have to do.

CHINA BANS OVERSEAS TELCOS FROM DEVIOUS ENTRY INTO CHINA MARKET.

BEIJING, Aug 8 Asia Pulse - China's Ministry of Information Industry recently issued a circular on strengthening administration of foreign capital in value-added telecommunications business.

The circular says that overseas telecom businesses must apply for permits in investing in China's value-added telecom and internet business, and are not allowed to enter the market by a roundabout way to evade the administration procedures.

According to a report on the Guangming Daily, the circular says that domestic telecom companies are not allowed to shift their telecom business licenses to foreign investors in forms of covert lending and renting, transfer, and reselling for profits, nor are they allowed to provide resources, grounds and facilities for foreign investors to illegally conduct telecom business in China.

It is reported that in order to have early participation of China's market and share the high profits of the telecom market, some foreign capital companies have taken large service providers in China as a springboard to enter China market by a devious way.

In fact the entry of foreign companies into China's wireless value-added market is not a new thing. In April of this year, a British cell-phone ring and game producer completed purchase of a Beijing-based service provider at a price of US$81.50 million. And a Spanish wireless value-added service provider has acquired two Chinese service providers, Sensky and Entel, at a price of US$140 million and US$90 million, respectively.

An industry expert pointed out that the circular is aimed at standardizing not banning foreign companies in operating telecom value-added business. China needs a more transparent telecom and internet market.

If overseas companies entering the market in a roundabout way to avoid the administration procedures, that would be hard for the government to conduct supervision and administration over the qualification of the companies.

Precursors for coating metals and ceramics.(COATINGS)

US researchers have devised low vapour pressure precursors for the manufacture of protective coatings on metallic and ceramic substrates.

The precursors are phosphate esters or aryl phosphate esters in solution, with additives that include iron, chromium, and/or other transition metals. Magnesium compounds can also be added to facilitate growth of films on substrates that do not contain magnesium, the researchers say.

According to the researchers--from US National Aeronautics and Space Administration's (NASA's) John H. Glenn Research Center, Cleveland, Ohio, and Cleveland State University--the precursors were formulated by mixing the ingredients into a high vapour pressure solvent, to form a homogeneous solution.

Next, the solvent is extracted by evaporation--aided, if necessary, by a vacuum aspirator, the researchers say. The solvent is judged to be fully extracted when the viscosity of the remaining solution closely resembles that of the phosphate ester or aryl phosphate ester.

In addition, satisfactory removal of the solvent can be verified by means of differential scanning calorimetry: the absence of endothermic processes for temperatures below 150[degrees]C indicates that the residual solvent has been eliminated from the solution beyond a detectable dilution level.

Orange County, Calif., Expo Aims to Widen Ethnic Networking.

Sep. 24--Six local ethnic business groups will honor their businessperson of the year Thursday during BizCon 2003, which promotes cross-ethnic business opportunities in Orange County.

BizCon 2003 starts with a golf tournament today at Coyote Hills Golf Course in Fullerton and continues Thursday with the expo at the Sequoia Conference Center. The concept is to provide both informal and formal opportunities for connecting and contracting, said Bobby McDonald, president of the Black Chamber of Commerce of Orange County and chairman of the Orange County Presidents Council.

Southern California has approximately a half-million minority-owned businesses, more than any other state, according to the U.S. Census.

The Presidents Council encompasses 23 local ethnic and business organizations, many of which have been working several years to create one event that would provide multiethnic business networking and contract opportunities, McDonald said.

"We wanted to bring together corporations and small businesses with access to the products, services and government assistance that will enhance business here," McDonald said.

Exhibitors say BizCon 2003 offers them an opportunity to make minority businesses familiar with their products and services.
